Terraform is an open-source infrastructure as code software tool that enables users to define and provision data center infrastructure using a declarative configuration language.

Basic
1. Understands the basic concepts of infrastructure as code.
2. Can write simple Terraform configuration files to deploy basic resources.
3. Able to initialize and apply Terraform configurations.
Level 2
Intermediate
1. Can manage multiple resources and dependencies using Terraform modules.
2. Understands state management and can perform state locking and state file manipulation safely.
3. Able to use variables, outputs, and remote backends effectively.

1. Designs and implements complex, scalable infrastructure architectures with Terraform.
2. Integrates Terraform with CI/CD pipelines and other automation tools.
3. Manages multi-cloud environments and handles advanced state workflows including state migration and environment isolation.
